الفتنة نائمة لعن الله حارسها

اعتدنا من الأنظمة العربية أن تهب في كل مرة تواجه فيها انتقادا جادا للتمسك بمقولة عجيبة مفادها أن الفتنة نائمة لعن الله موقظها، وهي تقصد بذلك أن المنتقدين يسعون إلى الفتنة التي هي في النهاية وفق رأي هذه الأنظمة أشد من القتل.

وقد واجهت شخصيا هذا الأمر ثلاث مرات، وفي كل مرة يخرج طابور المنافقين والأفاقين والمتزلفين ليصفقوا للنظام على اعتبار أنه لا يسعى في الفتنة، وفقط المنتقدون هم الذين يفتنون الناس. واجهت هذا الأمر عام 1999 عندما أصدر عشرون فلسطينيا كنت من بينهم بيانا انتقدوا فيه فساد السلطة الفلسطينية ووجهوا انتقادهم مباشرة لرئيس السلطة. حشدت السلطة قواها حينئذ في رام الله للتظاهر ضد البيان دون أن تعترف بالفساد. استمر الفساد وارتفع منسوب معاناة الناس بسبب الفساد الذي انتشر بصورة مكثفة وغزا كل زاوية وركن في الأرض المحتلة عام1967.

ومرة أخرى تعرضت لهذا الهجوم عندما انتقدت أحد رؤساء الجامعات بسبب عدم احترامه لقرار محكمة العدل العليا الفلسطينية، اتهموني يومها بإثارة النعرات وبإهانة القضاء، وبدل أن يعتقلوا رئيس الجامعة اعتقلوني أنا. ومرة ثالثة عندما طالبت باحترام قوانينمنظمة التحرير الفلسطينية والسلطة الفلسطينية، اتهموني بالمس بهيبة الدولة غير الموجودة وبذم مقامات عليا تخرج من تحت أحذية الاحتلال.
يقولون إن الفتنة نائمة ويلعنون موقظها، ولكن لا يقولون لماذا يريدون الإبقاء عليها نائمة، ولا يقدمون تعريفا لمفهوم الفتنة.

لم تكن الفتنة يوما نائمة، وهي لا تنام أبدا لأنها تعمل ضد الناس، وإذا كان لها من غفوة فهي غفوة في عقول الناس وليس في السرير، والنظام يفضل بقاءها نائمة لكي تستمر فتنته ويستمر فساده وظلمه. ولهذا فهو لا يتورع عن اتخاذ مختلف الإجراءات القاسية بحق من يحاولون بث الوعي في نفوس الناس لما في ذلك من خطر جسيم على نظام الحكم.

فلا غرابة أن تحل اللعنة على من ينبش وعي الناس ويدعوهم إلى اليقظة والحذر مما يجري. الله لا يلعن أصحاب العقول النيرة الذين يحرصون على مصالح الناس ويحاربون الاستبداد والاستعباد والظلم، لكن اللعنة تأتي من قبل الذين لا يعرفون الله ولا يتقونه.

ولكن ما هي الفتنة ومن هو المفتن؟ كثيرون هم الذين يلعنون الفتنة ويدعون إلى تجنبها لما تولده من آلام وأحزان لدى جمهور الناس، لكن تعريفها مهم وضروري من أجل أن نكون جميعا على بينة مما نتحدث عنه. غياب التعريف يترك المفاهيم غامضة، ويترك تعريفها للأمزجة التي تتعدد بتعدد الأشخاص المهتمين بالموضوع. 


ولهذا أجتهد رأيي هنا فأقول إن الفتنة هي كل ممارسة من شأنها إلحاق الظلم بالناس أفرادا وجماعاتالظلم هو رأس الفتنة وهو عنوانها، وتحته تندرج ممارسات كثيرة تفتن الناس وتقلق حياتهم وتحيلها إلى جحيم. الظلم هو أساس الفتنة لأنه يلحق الأضرار بالناس، ويميز فيما بينهم فيحابي بعضهم ويحرم بعضهم الآخر، وهو يهضم حقوق الناس وامتيازاتهم وما يمكن أن يتمتعوا به في هذه الحياة.

الظالم يميز بين الناس فمنهم من يرث ومنهم من لا يرث، ومنهم من يُجزى، ومنهم من يعاقب، ومنهم من يحصل على المنح والعطايا والهدايا، ومنهم من يحصل على الآلام والأحزان. منهم من تتاح له فرص النهب والسلب والاعتداء على أموال الناس وثرواتهم، ومنهم من يخضع للتقييد والتضييق حتى فيما يتعلق بملكيته الخاصة.. الخ.


وبسبب التمييز القائم والمحاباة والمحسوبية تتولد لدى الناس مشاعر البغضاء والكراهية والأحقاد. عندما يعدم الناس الشعور بالعدالة تتولد مشاعر غير صحية فيما بينهم فيأخذ صاحب الحظوة بتطوير مشاعر التفوق على الناس، ويأخذ المحروم بتطوير مشاعر الدنو وتتطور لديه أزمات نفسية تعيش معه لسنوات طويلة وربما لا تختفي إلا عندما يختفي هو من الوجود.
"في ظل الظلم يفقد الناس الثقة فيما بينهم لأن نظرة الشك المتبادل هي التي تسود، لا يمكن للناس عموما أن يثقوا بمن يظلمهم أو يساعد من يظلمهم في ظلمه. ولهذا تتطور علاقات اجتماعية وعامة بين الناس على أساس الشك المتبادل وليس على أساس الثقة المتبادلة"
في ظل الظلم يفقد الناس الثقة فيما بينهم لأن نظرة الشك المتبادل هي التي تسود،لا يمكن للناس عموما أن يثقوا بمن يظلمهم أو يساعد من يظلمهم في ظلمه. ولهذا تتطور علاقات اجتماعية وعامة بين الناس على أساس الشك المتبادل وليس على أساس الثقة المتبادلة.

الشك قاتل للمجتمعات لأنه يقضي على فرص العمل الجماعي والتعاون المتبادل، وإذا فُقدت هاتان القيمتان في أي مجتمع فإن هذا المجتمع لا يستطيع أن ينهض، وكل محاولات النهوض به تبوء بالفشل، المجتمعات الصحية هي التي تسود فيها علاقات الثقة المتبادلة.

في أجواء الثقة المتبادلة يرتفع مستوى الممارسات الأخلاقية في المجتمع، وترتفع معنويات الناس، ويبدأ كل شخص يعي مدى قدراته وطاقاته، ويعي ما يمكن أن يقوم به من أعمال خيرة ومفيدة للمجتمع، أما الانهيار الأخلاقي فهو من سمات المجتمعات الشكاكة، والسمو الأخلاقي من سمات المجتمعات المبنية على الثقة، الظلم يفسد العلاقات بين الناس ويفتت تماسكهم الاجتماعي، ويحول المجتمع إلى فئات متصارعة ومتحزبة و"تعصبية" متقوقعة حول ذاتها ومصالحها الخاصة.

عندما تغيب الثقة المتبادلة يتقوقع المرء حول نفسه، وتتحول مصالحه الخاصة إلى القيمة العليا التي تحكم تصرفاته، ويتصرف بلا مسؤولية ودون تردد في تخريب المصلحة العامة إذا كان ذلك في خدمة المصلحة الخاصة. الشعور بالمسؤولية يتدهور بصورة كبيرة، ومشاعر الانتماء تتدنى، وينحدر المجتمع إلى قبائل وطوائف ومذاهب وتجمعات عنصرية تسودها مشاعر الاحتقار المتبادل والرغبة في الاستبداد والتحكم في مصائر الناس.

وعليه فإن المحسوبيات والوساطات في الوظائف تشكل ممارسات عنصرية ظالمة بحق الذين لا نصيب لهم لدى المسؤول أو المتنفذ، نهب أموال الناس ظلم، وكذلك الاستبداد والاستئثار بالسلطة والهيمنة على الآخرين وابتزازهم وملاحقتهم أمنيا وسياسيا والتفريط بحقوقهم.

الفساد ظلم، والتمييز بين الناس في الوظائف ظلم، وفرض الرسوم المالية الباهظة على الناس ظلم، والغفلة عن الفقراء والمساكين ظلم. يتمثل الظلم الأكبر في تغييب شرعية الحكم، وفي إساءة توزيع الفوائد المادية والمعنوية، والغفلة عن بناء الهوية والشخصية المميزة التي من شأنها أن تساهم في بناء المجتمع. وإذا نظرنا إلى الوطن العربي نجد أن الظلم يستشري ويتمدد وينتهي في النهاية إلى قتال وسفك دماء.

من هو المفتن؟ المفتن أو الفتان هو ذلك الحاكم الظالم الفاسد الذي يفسد المؤسسات ويفسد الناس ويولد بأعماله مشاعر الحقد والكراهية ويدفع الناس دفعا في النهاية نحو حمل السلاح والقتال من أجل كسب احترام الذات والمحافظة على الحقوق.

هذا هو المفتن، ولهذا نقول إن الفتنة أشد من القتل. الفتنة أشد من القتل لأنها تؤدي في النهاية إلى حصول مجازر ومذابح وتقضي على الأخضر واليابس في الدولة أو المجتمع. تبدأ الفتنة بالحاكم وهو واحد، لكنه ينشر الفتنة في أوصال المجتمع ويصبح الفتانون جمهورا واسعا. لو تم التخلص بداية من الحاكم المفتن لارتاح الناس من شروره وأذاه، لكن صبرهم عليهم صنع مفرخة من الفتانين. الفتنة أشد من القتل لأنها تؤدي إلى قتل العديد من الناس، وإذا أراد الناس أن يقوا أنفسهم شر الفتنة فإن عليهم أن يقضوا على صاحب الفتنة في مهده.

بسبب العقم الفكري الموجود على الساحة العربية، الفتان ليس الظالم، وإنما الذي يقول عن الظالم ظالما، الظالم يمارس أعماله كالمعتاد وهو يحقق استقرارا في المجتمع قائما على الظلم، لكن الذي يعري ظلمه يصبح فتانا لأنه يكشف عورات الظالم أمام الناس. أي أن تعريف الحاكم العربي للفتنة يتعلق بتعريته وتعرية ممارساته القبيحة والمنحطة أمام الناس، ونجد من يصفق لهذا الحاكم من المستفيدين من ظلمه. فمن هو الفاسد في الساحة العربية؟ 

الفاسد هو الذي يكشف الفساد ويثير وعي الناس حول هذا الفساد الذي يتغذى على مصالحهم، أما الحاكم الفاسد فهو المعلم الأول والقائد والرمز والبطل. ومن الذي يثير الفتنة؟ هل هو الذي يتجاوز القوانين ولا يطبقها، أم الذي يطالب بتطبيق القوانين؟ في الممارسة العملية المجرم هو من يطالب بتطبيق القانون، وهو الذي يطالب بإقامة العدالة الاجتماعية والذي يرفض التعامل مع العدو وتقديم الخدمات له.


وهنا أذكر أن أحد أصحاب العمم الدينية البالية قد دعا إلى قتلي بصورة غير مباشرة لأنني أثرت ما أسماه فتنة تطبيق القوانين. الدعوة إلى تطبيق القانون بالنسبة لهذا الشيخ الفاسد وزميله الأستاذ الجامعي الأرعن تثير الفتنة وتزرع الشقاق بين الناس.

لقد عهر هؤلاء وأساؤوا إلى الدين الإسلامي، وإلى مبادئ الحرية والديمقراطية وأتوا على كل ما هو إنساني. لقد اعتقلوني لأنني أدافع عن القضاء وكان الواجب حبس رئيس الجامعة، واعتقلوني لمطالبتي بتطبيق القانون، وكان المفروض أن يعتقلوا رئيس السلطة الذي يرفض الالتزام بالقانون. بمثل هذا الفساد وهذه الفتنة تسترخي إسرائيل وتكتفي بالتفرج علينا ونحن نخرب بيوتنا بأيدينا.

حجاب: الظروف الحالية غير مؤاتية لاستكمال المفاوضات في جنيف

اعتبر المنسق العام للهيئة العليا للمفاوضات، رياض حجاب، اليوم الجمعة، أن "الظروف الحالية غير مؤاتية لاستكمال المفاوضات في جنيف"، مشيراً إلى أن "أميركا تتنازل لروسيا في كثير من المسائل على حساب الثورة السورية".
وأشار خلال مؤتمر صحافي في باريس إلى أن "الأعمال العدائية التي يرتكبها الروس وإيران والنظام السوري، والمليشيات التابعة لهم، لم تتوقف رغم الهدنة".
وبين أن "النظام وحلفاءه مستمرون بالعمليات العدائية. هناك غارات جوية ومحاولات تقدم وهجمات عشوائية، وخاصة في هذا اليوم، والذي خرج فيه السوريون بمظاهرات سلمية تحمل عنوان الثورة مستمرة".
وأضاف "في هذا اليوم عاد السوريون للتعبير عن ثورتهم التي ما زالت مستمرة، والتعبير أيضاً عن التصميم لمتابعة الثورة. لكن هذا النظام أراد أن يحول المظاهرات إلى جرائم، كما فعل من قبل، فسقط قتلى وضحايا".
ولفت إلى أنه "خلال سبعة أيام من عمر الهدنة، ارتكب النظام وحلفاؤه مجازر عديدة. وثقت أكثر من 90 غارة للطيران الروسي وطيران النظام، استخدمت خلالها براميل متفجرة تحمل المواد السامة".
كما استهدفت، بحسب حجاب، "أكثر من 50 منطقة تتواجد فيها المعارضة، واستهدفت الفصائل التي واقفت على الهدنة".
وأشار إلى أن "الهيئة العليا بذلت جهوداً مع قادة الفصائل للتوصل إلى هذه الهدنة، وتم اقتناع الجميع أن الهدنة من أجل البنود الإنسانية. رغم ملاحظاتنا الكثيرة على الاتفاقية بين الأميركيين والروس حيث وضعنا أكثر من 17 ملاحظة حول الاتفاقية، أكدت الهيئة أهمية تعديل الاتفاقية، ووافقت من أجل القضايا الإنسانية، ولكن للأسف أي من هذه القضايا لم يتحقق إلا الشيء البسيط جداً خلال الفترة الماضية".
واتهم حجاب أيضاً "النظام وحلفاءه باستخدام سلاح الحصار والتجويع في حين تمنع المساعدات من الدخول للمناطق المحاصرة"، موضحاً أن هيئة المفاوضات "دعت الأمم المتحدة لتوفير المناطق الآمنة وإيصال المساعدات للمحتاجين، أي مفاوضات تعقد تحتاج إلى بيئة لنجاحها".
وقال "منذ أيام، اقترح المبعوث الدولي ستيفان دي ميستورا أن تبدأ المفاوضات في 9 مارس، نحن نعتقد أن الظروف الحالية غير مؤاتية لعقد هذه المفاوضات. فالمساعدة لم تدخل إلى المناطق المحاصرة ولم يرفع الحصار، ولم يتم إطلاق سراح المعتقلين ولم يتم الالتزام بالهدنة".

لكن لفت في الوقت نفسه إلى أنه "من المبكر القول إذا ما كانت ستكون هناك مفاوضات أم لا، سندرس الأمر ونتخذ قراراً".
كما انتقد منسق هيئة المفاوضات دعوات المرشد الإيراني علي خامنئي للجهاد في سورية، مشدداً على أن مثل هذه الدعوات لا تساعد على الاستقرار، ولا بد من موقف دولي حازم ضدها.
ورداً على سؤال، حول إذا ما كان الأميركيون يقدمون تنازلات للروسي في الملف السوري، قال حجاب: "بصراحة نعم، الأميركيون يتنازلوا للروس في كثير من المسائل، وعلى حساب الثورة السورية". 

‘Plan B’ – Not an Enigma: Why the West is Keen on Dividing the Arabs

When Arab streets exploded with fury, from Tunis to Sanaa, pan-Arabism seemed, then, like a nominal notion. Neither did the so-called ‘Jasmine Revolution’ use slogans that affirmed its Arab identity, nor did angry Egyptian youth raise the banner proclaiming Arab unity atop the high buildings adjacent to Tahrir Square.
Oddly, the Arabism of the ‘Arab Spring’ was almost as if a result of convenience. It was politically convenient for western governments to stereotype Arab nations as if they are exact duplicates of one another, and that national sentiments, identities, expectations and popular revolts are all rooted in the same past and correspond with a precise reality in the present. Thus, many in the west expected that the fall of Zine El Abidine Ben Ali of Tunisia, especially since it was followed by the abdication of Hosni Mubarak of Egypt, would lead to a domino effect. “Who’s next?’ was a pretentious question that many asked, some with no understanding of the region and its complexity.
After initial hesitation, the US, along with its western allies, moved quickly to influence the outcome in some Arab countries. Their mission was to ensure a smooth transition in countries whose fate had been decided by the impulsive revolts, to speed up the toppling of their enemies and to prop up their allies so that they would not suffer a similar fate.
The outcome was real devastation. Countries where the west and their allies – and, expectedly enemies were involved – became infernos, not of revolutionary fervor, but of militant chaos, terrorism and unabated wars. Libya, Syria and Yemen are the obvious examples.
In a way, the west, its media and allies assigned themselves as gatekeepers of determining, not only the fate of the Arabs, but in molding their identities as well. Coupled with the collapse of the whole notion of nationhood in some Arab countries – Libya, for example – the US is now taking upon itself the responsibility of devising future scenarios of broken down Arab states.
In his testimony before a US Senate committee to discuss the Syria ceasefire, Secretary of State, John Kerry revealed that his country is preparing a ‘Plan B”should the ceasefire fail. Kerry refrained from offering specifics; however, he offered clues. It may be “too late to keep Syria as a whole, if we wait much longer,” he indicated.
The possibility of dividing Syria was not a random warning, but situated in a large and growing edifice of intellectual and media text in the US and other western countries. It wasarticulated by Michael O’Hanlon of the Brookings Institute in a Reuter’s op-ed last October. He called for the US to find a ‘common purpose with Russia’, while keeping in mind the ‘Bosnia model.’
“In similar fashion, a future Syria could be a confederation of several sectors: one largely Alawite – another Kurdish – a third, primarily Druse – a fourth, largely made up of Sunni Muslims; and then a central zone of intermixed groups in the country’s main population belt from Damascus to Aleppo.”
What is dangerous about O’Hanlon’s solution for Syria is not the complete disregard of Syria’s national identity. Frankly, many western intellectuals never even subscribed to the notion that Arabs were nations in the western definition of nationhood, in the first place. (Read Aaron David Miller article: Tribes with Flags) No, the real danger lies in the fact that such a divisive dismantling of Arab nations is very much plausible, and historical precedents abound.
It is no secret that the modern formation of Arab countries are largely the outcome of dividing the Arab region within the Ottoman Empire into mini-states. That was the result of political necessities and compromises that arose from the Sykes-Picot Agreement in 1916. The US, then, was more consumed with its South American environs, and the rest of the world was largely a Great Game that was mastered by Britain and France.
The British-French agreement, with the consent of Russia, was entirely motivated by sheer power, economic interests, political hegemony and little else. This explains why most of the borders of Arab countries were perfect straight lines. Indeed, they were charted by a pencil and ruler, not organic evolution of geography based on multiple factors and protracted history of conflict or concord.
It has been almost one hundred years since colonial powers divided the Arabs, although they are yet to respect the very boundaries that they have created. Moreover, they have invested much time, energy, resources and, at times, all out wars to ensure that the arbitrary division never truly ends.
Not only does the west loathe the term ‘Arab unity’, it also loathes whoever dares infuse what they deem to be hostile, radical terminology. Egypt’s second President, Jamal Abdel Nasser, argued that true liberation and freedom of Arab nations wasintrinsically linked to Arab unity.
Thus, it was no surprise that the struggle for Palestine occupied a central stage in the rhetoric of Arab nationalism throughout the 1950s and 60s. Abdel Nasser was raised to the status of a national hero in the eyes of most Arabs, and a pariah in the eyes of the west and Israel.
To ensure that Arabs are never to unite, the west invested in their further disunity. In 2006/07, former US Secretary of State, Condoleezza Rice, made it clear that the US would cease its support of the Palestinian Authority shall Fatah and Hamasunite. Earlier, when, resistance in Iraq reached a point that the American occupiers found unbearable, they invested in dividing the ranks of the Iraqis based on sectarian lines. Their intellectuals pondered the possibility of dividing Iraq into three autonomous states: Shia, Sunni and Kurdish.
Libya was too broken up after NATO’s intervention turned a regional uprising into abloody war. Since then, France, Britain, the US and others have backed some parties against others. Whatever sense of nationhood that existed after the end of Italian colonization of that country has been decimated as Libyans reverted to their regions and tribes to survive the upheaval.
A rumored ‘Plan B’ to divide Libya to three separate protectorates of Tripolitania, Cyrenaica and Fezzan was recently rejected by the Libyan Ambassador to Rome. However, Libyans presently seem to be the least relevant party in determining the future of their own country.
The Arab world has always been seen in western eyes as a place of conquest, to be exploited, controlled and tamed. That mindset continues to define the relationship. While Arab unity is to be dreaded, further divisions often appear as ‘Plan B’, when the current status quo, call it ‘Plan A’, seems impossible to sustain.
What is truly interesting is that, despite the lack of a pan-Arab vision in Arab countries that experienced popular revolts five years ago, few events in modern history has brought the Arabs together like the chants of freedom in Tunis, the cries of victories in Egypt andscreams of pain in Yemen and Syria. It is that very collective identity, often unspoken but felt, that drives millions of Arabs to hold on to however faint a hope that their nations will survive the ongoing onslaught and prospective western division.

وثائق تعاون لوجستي بين القاعدة وإيران

قرّرت دول مجلس التعاون الخليجي اعتبار «ميليشيات حزب الله، بكافة قادتها وفصائلها والتنظيمات التابعة لها والمنبثقة عنها» منظمة إرهابية. وتلت ذلك إدانة شبه جماعية للحزب من قبل وزراء الداخلية العرب المجتمعين في تونس أول أمس، وتوصيفهم له بالإرهابي.
القرار خطير بكل المقاييس ويفتح العديد من الاحتمالات فيما يتعلّق بلبنان والمشرق العربيّ عموماً، كما أنه نقلة توازي في وزنها قرار دخول دول الخليج العربيّ الحرب في اليمن ضد الحوثيين، أو هي بالأحرى استكمال لذلك القرار، ونقل للمواجهة المباشرة مع إيران وحلفائها في اليمن إلى الساحة اللبنانية.
يرتبط القرار، على المستوى اللبناني، بنفاد صبر السعودية ودول الخليج العربيّ من تعطيل «حزب الله» للدولة اللبنانية من خلال منعه المتكرّر لانتخاب رئيس للبنان، رغم تراجع السعودية عن ترشيح حليفها في تيّار «14 آذار»، سمير جعجع، قائد حزب «القوّات اللبنانية»، وقبولها بمرشّح محسوب على تيّار «حزب الله» بل ومقرّب من النظام السوري هو سليمان فرنجية.
لا يمكن، بالطبع، فصل هذا الموقف «المعطّل»، عن حالة الاستيلاء الفعليّة على مقدّرات البلد من خلال القوّة العسكريّة، وهو ما جعل لبنان رهينة لإيران و»حزب الله» إلى أجل غير مسمّى، وخلق حالة استعصاء قاتلة، لا يمكن أن تؤدي، بالنظر إلى الطابع الكاسر لموقف الحزب، إلا إلى نقل الحرب الأهلية من حالة المضمر إلى حالة الممكن.
يرتبط القرار أيضاً بتدخّلات «حزب الله» في أكثر من ساحة عربية. فالحزب لم يكتف بارتكابه محرّم التدخّل الدمويّ ضد ثورة شعبية على كافة جبهات القتال في سوريا دعماً لنظام دكتاتوريّ، وبالإشراف المباشر على تنظيمات تابعة له في سوريا والعراق والبحرين والسعودية والكويت، بل إنه متهم، من قبل دول خليجية وعربيّة، بالمشاركة في عمليات تفجير وتسليح وتدريب عناصر في تلك البلدان.
غير أن الخطأ الأكبر الذي ارتكبه «حزب الله» كان استهلاكه رصيده الشعبيّ العربيّ الهائل الذي جمعه على مدى سنوات صراعه مع العدوّ الإسرائيلي. وكان هذا الرصيد، استراتيجياً، أقوى بكثير من أعداد جنوده وترسانته العسكرية ونفوذه المالي والسياسي، وهي عناصر، كما نرى الآن، قابلة للتناقص المريع، وهي تتراجع بمتوالية هندسية مع استبدال الحزب العداء لإسرائيل (والذي تحوّل إلى جولات محسوبة بدقّة وتتعلّق بجغرافيا صغيرة محددة هي «مزارع شبعا» لا فلسطين)، بالعداء للسوريين الناهضين للحصول على حرّيتهم من نظام ظالم، واللبنانيين الطامحين لمستقبل أفضل لبلدهم، واليمنيين الذين يحاولون بدورهم التخلّص من نظام مستبدّ.
لقد هبط كل ذلك بالحزب من شاهق عظمته السابقة ليصبح محض حزب طائفيّ تابع لدولة غير عربية تضحّي بأرواح حلفائها العرب في معارك مع عرب آخرين لتعلي مجداً إمبراطوريا للفرس.
اكتشف جمهور «حزب الله» العربيّ أن معارك هذا الحزب مع إسرائيل كانت حروباً بالوكالة في صراع على المنطقة بين طهران وتل أبيب، وهو صراع كان مرحّبا به، من الشعوب والأنظمة العربية، وقد تحمّل اللبنانيون والسوريون والعرب تكاليفه ومشقّاته. لكنّ الاستيلاء الإيراني على القرارات السيادية في العراق، ولبنان، ثم في سوريا واليمن، كشف أن الموضوع الفلسطيني كان ورقة للمزاودة على العرب ومصادرة رساميلهم الرمزية بما فيها الإسلام نفسه، وأنّ القضية الحقيقية لدى إيران، كما لدى «حزب الله»، هي صراع على السلطة ليست فيه محرّمات بما فيها استخدام العرب الشيعة ضد العرب السنّة ولو أدّى ذلك لتفكك المشرق العربيّ كلّه.
كان «حزب الله»، بفضل صراعه مع إسرائيل، محميّاً بعشرات الملايين من العرب، وما كان ممكنا للدول العربية أن تعلنه «إرهابياً» بهذه السهولة الكبيرة لو لم يوجّه سلاحه ضد السوريين واللبنانيين واليمنيين (ناهيك عن دول الخليج نفسها)، فينحسر بلمح البصر من كونه حزبا جماهيريا على المستوى العربي إلى جماعة طائفية لبنانية تضع مصالح إيران فوق مصالح الشعوب العربية.

شكك المنسق العام للهيئة العليا للمفاوضات السورية رياض حجاب في جدية النظام السوري وحلفائه في توفير البيئة الملائمة للمفاوضات واستعدادهم للدخول في عملية انتقال سياسي, كما حذر من انهيار الهدنة.
ونبه حجاب إلى أن ما يتم تداوله حول التزامروسيا وإيران والنظام والمليشيات الحليفة بالهدنة غيرُ صحيح على الإطلاق, مشيرا إلى أن الأمر لا يتعلق بخروقات فحسب بل عن استمرار العمليات القتالية وجرائم الحرب.
وذكر المنسق العام للمفاوضات أن النظام لا يسمح بدخول المساعدات -كما نص اتفاق الهدنة- وأنه يحاصر أكثر من مليون ونصف مليون سوري في مناطق سورية مختلفة.
ونقلت وكالة مسار برس عن حجاب قوله إن هدنة وقف إطلاق النار على وشك الانهيار، ودعوته إلى "تدخلات دولية لردع النظام السوري عن جرائمه، والحد من العنف الذي لم يتوقف".
واتهم حجاب نظام بشار الأسد وحلفاءه باستمرارهم في شن العمليات القتالية وارتكاب جرائم الحرب حتى اليوم، مضيفا أن روسيا قصفت مختلف المناطق السورية، على مرأى من لجان مراقبة الهدنة التي لم تدِنْ هذه الخروقات.
وأشار المنسق العام للهيئة العليا للمفاوضات السورية إلى أن المواد الغذائية لم تدخل إلا إلى بعض المناطق المحاصرة، محذرا من قيام النظام وحلفائه بحشد القوات العسكرية والأسلحة خلال هذه الهدنة.

يُذكر أن الشبكة السورية لحقوق الإنسان وثقت 180 خرقا وسقوط 46 قتيلا منذ بدء سريان هذه الهدنة قبل ستة أيام, وذكرت أن أغلب الخروقات شملت قصفا بالطيران وعمليات قتالية واعتقالات, وأشارت إلى أنها لم تسجل تحسنا يذكر فيما يتعلق بإطلاق المعتقلين من النساء والأطفال خلال فترة الهدنة، وأكدت أن بعض المناطق لا تزال محاصرة.

Russian and Syrian government forces appear to have deliberately and systematically targeted hospitals and other medical facilities over the last three months to pave the way for ground forces to advance on northern Aleppo, an examination of airstrikes by Amnesty International has found.
Even as Syria’s fragile ceasefire deal was being hammered out, Syrian government forces and their allies intensified their attacks on medical facilities.
“Syrian and Russian forces have been deliberately attacking health facilities in flagrant violation of international humanitarian law. But what is truly egregious is that wiping out hospitals appears to have become part of their military strategy,” said Tirana Hassan, Crisis Response Director at Amnesty International.

“The latest string of attacks on health facilities north of Aleppo appears to be part of a pattern of attacks on medics and hospitals, a strategy that has destroyed scores of medical facilities and killed hundreds of doctors and nurses since the start of the conflict.”
The organization has gathered compelling evidence of at least six deliberate attacks on hospitals, medical centres and clinics in the northern part of the Aleppo Countryside governorate in the past 12 weeks. The attacks, which killed at least three civilians including a medical worker, and injured 44 more, continue a pattern of targeting health facilities in various parts of Syria which amounts to war crimes.
Amnesty International researchers spoke to medical workers from the six medical facilities and several humanitarian organizations in Turkey and Syria, who described their struggle to cope with the high number of civilians in need of medical treatment following the recent escalation of airstrikes on the area in February 2016.
Several medical workers from Anadan and Hreitan, two towns north-west of Aleppo, told Amnesty International that the Syrian government’s strategy is to empty an entire town or village of residents by targeting hospitals and infrastructure to facilitate the ground invasion.

By mid-February most of the residents had fled the city after the field hospital and medical centre were attacked on 2 February. The field hospital is barely operating and the centre closed. The problem is that not everyone is able to leave the city. The ones who stayed behind are elderly people who are in desperate need of medical treatment.”
“Hospitals in opposition-controlled areas around Aleppo became a primary target for the Russian and Syrian government forces. This eliminated a vital lifeline for the civilians living in those embattled areas, leaving them no choice but to flee,” said Tirana Hassan.

All of the people interviewed by Amnesty International said that there were no military vehicles, checkpoints, fighters or front lines near the hospitals that were attacked and that the hospitals were exclusively serving their humanitarian function.
Deliberate attacks on civilians not directly participating in hostilities and on civilian objects, including hospitals and other medical facilities, violate international humanitarian law (also known as the laws of war) and amount to war crimes. Under the laws of war, hospitals and medical units enjoy special protection. They only lose their protection from attacks if they are being used outside their humanitarian function to commit “acts harmful to the enemy” such as to store weapons.
Even in the case of such misuse, a warning has to be issued setting a reasonable time limit and an attack can only take place after such a warning has remained unheeded.
“We have repeatedly called on the Syrian and Russian governments to abide by international humanitarian law and have urged Russia to conduct credible, independent investigations into its forces’ attacks on hospitals and other serious violations,” said Tirana Hassan.
“All medical workers and all health facilities should be respected and protected instead of being targeted. The injured and sick people are stranded at the Turkish border or dying inside Syria because hospitals have become the new front line in the offensive on the northern part of the Aleppo Countryside governorate. There is no excuse for a government to prevent people from accessing medical care. There is no excuse for deliberately targeting hospital after hospital.”

Background and testimonies

According to the Syrian Network for Human Rights, a local monitoring group, at least 27 hospitals, including eight in Aleppo governorate, have been targeted by Russian and Syrian government forces since September 2015. The Syrian American Medical Society (SAMS) told Amnesty International that since December 2015 at least 13 hospitals had been targeted in Aleppo by airstrikes and one by a surface-to-surface missile on 15 February. A total of four medical staff workers and 45 civilians were killed in these 14 attacks.
Physicians for Human Rights has reported that, since the conflict began, at least 346 attacks on medical facilities have been carried out by parties to the conflict, with 705 health workers killed. Syrian government forces and their allies have been responsible for the overwhelming majority of these.
Amnesty International’s researchers focussed on six attacks in northern Aleppo between December 2015 and February 2016.

The offensive on the northern part of Aleppo Countryside

During the last week of January 2016, Syrian government forces supported by Russian airstrikes began a ground offensive in the northern part of the Aleppo Countryside governorate to break the siege imposed by non-state armed groups on the towns of Nubul and Zahraa. This cut off the supply route from both this area and Turkey to Aleppo city. On 1 February, the Syrian government forces and the Syrian Democratic Forces, which include Kurdish, Arab and Assyrian groups, continued their offensive in the same area.
Civilians who fled the northern part of the Aleppo Countryside governorate to the Bab al-Salam border crossing into Turkey told Amnesty International that Russian and Syrian government airstrikes escalated in the first week of February, forcing thousands of people to flee. With no functioning hospitals left in the area, many of those injured in the airstrikes were forced to drive for hours to obtain medical help. Interviews with doctors and medical workers in and around Aleppo indicate that health facilities were among the first buildings targeted in a series of airstrikes at the start of the offensive, which they believe were intended to reduce the capacity of health facilities and prevent the injured from receiving medical treatment.

Tel Rifaat

Two doctors and an activist from Tel Rifaat who left two days before the People’s Protection Unit (YPG), part of the Syrian Democratic Forces, took control of the town on 15 February told Amnesty International that all three health facilities, including a field hospital, a rehabilitation centre and a kidney dialysis centre were directly targeted by missiles during the week beginning on 8 February, just as the ground offensive on the town began. The attacks injured six members of the medical team and three civilian patients and left the population with no working medical facility.
Doctor “Faraj” (his real name has been withheld for security reasons), who manages the field hospital, rehabilitation and kidney dialysis centre, told Amnesty International:
“The Kurds started gaining control of some villages in the northern part of Aleppo Countryside at the beginning of February and they were advancing towards Tel Rifaat. As they approached, Russian and Syrian forces targeted medical facilities. As a result, the civilians injured from the indiscriminate shelling had to be transferred to the Syrian/Turkish border because the hospitals were no longer operational.”
Several weeks before the current offensive, on 19 December 2015 at 2.45pm, a direct airstrike destroyed a centre in Tel Rifaat which provided medical care for children with special needs. According to the centre’s manager, it had been set up in 2014 and received 250 children per month from all over the northern part of Aleppo Countryside.

Maskan village

A doctor from the Independent Doctors Association (IDA) in Turkey told Amnesty International that the field hospital they support in Maskan, a village in the northern part of Aleppo Countryside, had to be evacuated on 1 February because of intensifying airstrikes and an imminent ground invasion of the village. A day after the medical staff and patients evacuated, the IDA received images of the field hospital destroyed by an airstrike.
The Syrian government gained control of the deserted village on 15 February. Amnesty International reviewed the images of the destruction and a video of government forces inside the field hospital claiming that the facility was used by terrorists to treat the war wounded. International humanitarian law protects hospitals and health facilities carrying out their humanitarian function, including providing medical treatment to wounded fighters.

Anadan

Doctors and a medical worker in Anadan told Amnesty International how two airstrikes on 27 January and 2 February by Russian or Syrian warplanes partially destroyed a field hospital and rendered a rehabilitation centre out of service. A physiotherapist at the rehabilitation centre said:
“The airstrikes intensified on 1 February. The next day at 8.30am the centre was targeted by a missile. I was on my way to work when I saw and heard the explosion. When I arrived I saw the driver’s body at the entrance, two patients and five from the medical team severely injured. We had to transfer them outside of Anadan. Now the centre is out of service. We lost a lot of expensive equipment. We provided treatment to whoever is in need and we have been operating since 2014.”

Hreitan

Baghdad Hospital in Hreitan was directly targeted on 25 December 2015 and severely damaged. A doctor and another medical worker at the hospital told Amnesty International that a Russian or Syrian warplane fired missiles directly at the hospital, injuring 10 medical staff and at least 20 civilian patients, and leaving the facility in ruins. Medical worker Ali Hamedo was killed by the strike. The hospital has been unable to function since.
Doctor “Abdullah” (his real name has been withheld for security reasons) from Hreitan said: “Not even underground hospitals are safe. We moved the hospital underground a year ago assuming that it will be protected from the airstrikes. But the missiles were able to penetrate the underground levels. We have spent hundreds of thousands of dollars to equip the hospital and provide treatment to the injured and sick but now Hreitan has no more hospitals.”
A family from Hreitan who fled the attacks on 6 February told Amnesty International that they were the last ones to leave. The father said, “I have lived in Hreitan all my life and I have never seen it deserted. Very few families remained because they can’t leave the city. The airstrikes destroyed the city’s infrastructure including hospitals so there are no more services for us to be able to survive.”
According to the Russian Ministry of Defence, Russian warplanes carried out strikes on “terrorists’ objects” in Aleppo between 4 and 11 February but denied targeting civilians. The Russian authorities continue to deny killing any civilians or damaging any civilian infrastructure in Syria, despite strong evidence indicating many hundreds of such deaths and multiple attacks on civilian buildings. On 11 February, the Russian Ministry of Defence accused the US-led coalition of being responsible for the attacks on the northern part of Aleppo Countryside, an accusation denied by the USA. According to the US Central Command (CENTCOM), the US-led coalition carried out strikes on the armed group calling itself Islamic State in Mar’a in the northern part of Aleppo Countryside between 1 and 4 February.

How does the leading Republican candidate for the US presidency, Donald Trump, square off with Abu Bakr al-Baghdadi at the helm of the so-called Islamic State group?
For many, shoving the two names in the same headline is anathema. Drawing any association between them is an abomination.
After all, how could anyone in their right mind dare to compare the clean-shaven, white businessman and leading candidate to the highest public office in the oldest liberal democracy, with the bearded fundamentalist preacher, former inmate, and head of the world's most notorious terrorist group, ISIL?

Defining extremism

Extremism is a loaded word. Its use in geopolitical newspeak has never been objective.
Conferring labels such as "extremist" or "moderate" on  individuals, movements, leaders and regimes has generally been ideological and therefore unproductive. It has, however, been a useful imperial construct.
Allies of global powers are described as "moderates", whereas political opponents are classified as "extremists" or "terrorists".
In this regard, extremism is reliant - mainly if not exclusively - on the actors and not on their actions. For example, if you are a US ally, you are by definition a moderate, because it is assumed that the US epitomises moderation.
Lumping together different peoples and groups as 'extremists' out of distaste for their ideas or religion is as wrong as it is counterproductive.

It is irrelevant in this context whether a group or a regime wages wars, commits acts of terror, and occupies other people, or, if they are  religiously intolerant and totalitarian. On the contrary, they are defined as being moderate according to their political orientation. Even after the US invaded and occupied Iraq on false pretenses, it continued to label Iraqis as moderates and extremists, depending on their support of its endeavour.
The same applies to Russia and other imperial or regional powers. In Moscow, the Syrian regime is portrayed as moderate despite the government's brutal policies.
The opposition movement, on the other hand, according to Russia, falls on the "extremist" end of the spectrum simply for not being in line with the Kremlin's foreign policy. This is as false as it is misleading.
Lumping together different peoples and groups as "extremists" out of distaste for their ideas or religion is as wrong as it is counterproductive.
For the sake of brevity, let me just say that, beyond the realm of imperial constructs and "language control", extremism as moderation can only be defined in terms of how the moral imperative is found or lost in the use of means and attainment of ends. Or more precisely, how far the "ends justify the means", regardless of their immorality or wickedness.

Back to Trump and Baghdadi

Trump, in the words of The New York Times, is a "shady, bombastic liar", who is hardening the image of the Republican party "as a symbol of intolerance and division".

Trump's call for banning Muslims from entering the US presumably to maintain security, or his disdain for Latinos under the pretext of protecting the "American" workers are all a case in point. He has even accused Mexico of sending rapists and drug runners to the US.  
Two former Mexican presidents, not known for their haste, have compared Trump to Hitler.  
Trump's racist and extremist rhetoric, for the time being, has allowed him to succeed in rallying the support of angry white Americans in order to win the presidency. 
On the face of it, such extremism could be seen as no more than a campaign tactic to eclipse his opponents, who have been repeating the same old tired slogans and cliches.


Or, as I wrote previously, Trump's danger lies not in his political or ideological extremism but rather his vulgar populism. In the process, however, he is further radicalising the American Right.
And yet, Trump's rhetoric does not measure up to Baghdadi's actions. The latter has established a totalitarian "rule" that constantly represses non-Muslims and enslaves the likes of Yazidis in the name of a Caliphate.

The Bush-Bin Laden precedence

But when I think of these provocative men dominating global news and of what they may become, I remember George W Bush and Osama bin Laden.
I remember how they drove the world to the brink through terror and by labelling each other "evil", each claiming to be holier than thou.
They gained no greater legitimacy and support than from feeding into each other's hatred and incitement.
Each side seemed to sanction the other, and bringing down the evil empire justified all means, including the horrific attacks of 9/11, just as defeating al-Qaeda justified all means, including war and occupation, in addition to torture for good measure.
Trump is yet to be nominated, let alone elected. Yet his incitement is already feeding into ISIL's conspiratorial propaganda, just as the latter's actions are pushing more Americans into Trump's lap.
It remains to be seen if or when a "President Trump" will indeed be as reckless as Bush.

Confronting extremism

There is no doubt that grievances matter, especially to those most affected. But these should not be used as a ploy to inflame the souls, and drive further extremism.
Extremism could have different roots and ideologies, and it could harden in self-defence or for self-preservation, and it can result in minor or devastating damage, but in general, the record shows that extremism on one side is no remedy for extremism on the other.  
On the contrary, it provokes more of the same violence and war. And even if it results in short-term gains, the long-term consequences of extremism on the very cause they claim to be fighting for, are generally catastrophic.
That is why it is high time for the true moderates on all sides; those who believe the means are no less important than the ends; those driven by moral imperatives - not religious bigotry and political and geopolitical greed - to stand together against the immoral extremism that has fuelled the cycle of hatred and violence.
