هل تقسيم بلاد الربيع العربي هو الحل؟

بلادنا تحصد الآن ما زرعه نظام الطوائف والمذاهب والأقليات والعصابات والعشائر والقبائل والأحزاب العنصرية والميليشياوية من قنابل موقوتة بدأت تنفجر الآن على شكل انفصال وتقسيم وتشرذم وتشظ وصراعات أهلية. الكل يريد أن يستقل وينفصل الأنظمة الحاكمة. لكن هذا ليس حلاً، فلا يمكن لبلادنا المنكوبة أن تنهض ثانية إلا بأنظمة حكم حديثة، وبعقلية الدولة حصراً. ولا ننسى أن أهم اختراع إنساني على مدى القرون الماضية هو «الدولة»، فهو أفضل اختراع لإدارة شؤون البشر، وخاصة المختلفين طائفياً وعرقياً ومذهبياً وعنصرياً وقبائلياً.
البعض يرى أن الحل في سوريا والعراق وليبيا واليمن والصومال وغيره يكمن في تقسيم البلاد، أو الطلاق بين مكوناتها الطائفية والمذهبية والقومية. وهذا ليس حلاً، بل إمعان في التشظي والتشرذم والتقوقع، بل يخدم استراتيجية من حكمنا بعقلية العصابات. فالكيانات الحديثة ليست كيانات قزمية ضيقة، بل تكتلات ضخمة. فلا محل من الإعراب للكيانات الصغيرة في عالم العملاقة والاتحادات الكبرى. حتى الدول الحقيقية لم تعد قادرة على الصمود في هذا العالم العملاقي، فكيف بدول الطوائف والقبائل والعشائر والعصابات. لاحظوا أنه حتى الدول الغربية الحقيقية انضوت تحت لواء الاتحاد الأوروبي، مع العلم أنها تمتلك كل مقومات الدول الحقيقية، مع ذلك آثرت التكتل تحت لواء تجمعات أضخم وأكبر. فكيف إذاً يطالب البعض في بلادنا المتشظية بتشكيل دول قزمية على أسس طائفية ومذهبية وقومية ضيقة، أو على أساس استئصال الطرف المعارض طائفة كانت أو قبيلة أو مذهباً دينياً؟
الحل في كل البلدان المنكوبة بالصراعات الداخلية لا يكمن في استئصال طرف لآخر، ولا في الطلاق بين الطوائف والمذاهب والأعراق، بل في تحقيق المواطنة الحقيقية، بحيث يصبح الجميع مواطنين متساوين، وليس طائفيين أو مذهبيين أو عشائريين أو قبليين أو عنصريين متناحرين. فإذا تحققت المواطنة لن يعود أحد يتمترس وراء طائفته أو مذهبه أو عرقه، بل تذوب الفروق المذهبية والعشائرية والقبلية والطائفية والمناطقية في مبدأ المواطنة. وهذه عملية قد تبدو صعبة وغير سريعة، لكن إذا توفر العزم والإرادة لدى النخب الحاكمة ستتحقق المواطنة بسرعة بعد الثورات. لكن طالما الأنظمة تتصرف بالبلاد كمزارع خاصة، وتفضل عشيرتها أو طائفتها أو قبيلتها أو جماعتها على بقية الطوائف والمذاهب والجماعات، فاعلم أن الشعب سيتصرف بنفس الطريقة. سيتقوقع على نفسه، وسيتمترس وراء انتماءاته الضيقة تماماً كما يفعل الحاكم الطائفي أو القبلي أو العشائري أو العنصري أو الأمني. بعبارة أخرى، فإن سبب المصيبة في بلادنا هم الحكام، لأنهم القدوة. فعندما يتصرف الحاكم على أساس وطني عام، سيحذو الجميع حذوه. وعندما يهتم بطائفته ويعطيها أعلى المناصب، ويرمي بالفتات لبقية الشعب، فيصبح الجميع يعمل بمبدأ: «كل مين إيدو إلو». إذاً المشكلة في النظام. 
أمريكا مثلاً عبارة عن شركة مساهمة وليست أمة، لأنها مزيج غريب عجيب من الملل والنحل والطوائف والأعراق والقوميات والأعراق المختلفة، لكن لا أحد يتمترس وراء عرقه أو طائفته في أمريكا، لأن انتماءه الضيق ذاب في المواطنة. فالجميع ينظر إلى نفسه في أمريكا والغرب المتطور كمواطن، وليس كمسيحي بروتستانتي أو كاثوليكي أو انجليكاني أو كمسلم أو يهودي أو بوذي أو شيعي أو سني أو درزي. لماذا؟ لأنه يحصل على حقوقه كباقي مكونات المجتمع.
إن أول شيء يجب فعله في بلادنا المنقسمة على نفسها البدء فوراً في تحقيق مبدأ المواطنة. نعلم أن ذلك ضرب من الأحلام في الوقت الحالي. لكن صدقوني، فقد مرت الأمم المتقدمة بمرحلة التناحر الداخلي قبلنا، وخسرت الملايين من شعوبها جراء التطاحن والاقتتال والحروب الأهلية، لكنها عادت، وبنت دولة المواطنة لتصبح في المقدمة سياسياً وصناعياً وثقافياً واجتماعياً. عندما يصبح لدينا حكام وطنيون يفكرون بالوطن، لا بالطائفة أو العصابة أو الجهاز الأمني، عندئذ ستختفي صراعاتنا وثوراتنا. لاحظوا أن البلدان التي بنت دولة المواطنة لم تشهد ثورات ولا صراعات داخلية منذ زمن بعيد. وقد زاد تماسكها الداخلي بعد الحرب العالمية الثانية.
لا مكان لدولة العصابة أو الطائفة أو القبيلة أو القوم أو الدين أو العراق أو الجيش أو الأمن بعد اليوم. وكل من يحاول إعادة تأهيلها فهو يؤسس لحروب وصراعات أهلية جديدة تمتد لعشرات السنين. لا تعيدوا تأهيل حكم العصابات نرجوكم.

قال الناطق الرسمي باسم الرئاسة الفلسطينية، نبيل أبو ردينة، خلال مقابلة إذاعية مع "صوت فلسطين" حول الموقف الرسمي الفلسطيني من العملية، التي جرت في القدس قبل أيام، إن "موقف الرئيس الدائم هو إدانة كل أعمال العنف، بما فيها هذه العملية، وإدانة أية عمليات عنف أياً كان مصدرها".
وحول المصالحة، أكد أبو ردينة أن "موقف الرئيس، سواء في اجتماع اللجنة المركزية واللجنة التنفيذية والقيادة الفلسطينية، هو أن ذلك مصلحة وطنية عليا، وبناء على ذلك أصدر توجيهاته للحكومة والوفد المرافق بالتوجه إلى قطاع غزة والعمل على إنجاح هذا العمل الكبير، الذي يعيد لحمة الأرض والشعب ويرفع المعاناة عن الأهالي في قطاع غزة".

 “القدس العربي”:
 تعقد قوى المعارضة السعودية أول مؤتمر جامع لها في الخارج، غداً الجمعة، في العاصمة الأيرلندية دبلن، بهدف تشكيل جبهة معارضة موحدة و ذلك بالتزامن مع  حملة الاعتقالات الواسعة التي شهدتها السعودية خلال الأيام الماضية وطالت العشرات من الدعاة و الحقوقيين المطالبين بالإصلاح إلى جانب التضييق ومتابعة الناشطين على مواقع التواصل.
وسيشهد المؤتمر الإعلان عن إطلاق حركة “مواطنون بلا قيود” والتي ستكون بحسب إعلان للقائمين عليها “حركة حقوقية سعودية، تنطلق من الإيمان بحرية التفكير والتعبير، حيث سيتم التعريف بها وإطلاق بعض نشاطاتها الحقوقية”.
كما ستشهد الندوة إطلاق والتعريف بحملة “معارضيكا” التي تهدف لإثراء المحتوى على شبكة الانترنت عن النشطاء السياسيين ومعتقلي الرأي في السعودية، وكذلك التعريف بحملة “سجين حي” المعنية بمعتقلي الرأي.
وستكون الكاتبة السعودية د. مضاوي الرشيد من أبرز المتحدثين في الندوة إلى جانب ضيوف آخرين.
 ويأتي مؤتمر المعارضة السعودية في أعقاب قرار رفع الحظر عن قيادة المرأة للسيارة في المملكة. وتعتقد المعارضة السعودية وملاحظون أن الخطوة تأتي ضمن “حملة علاقات عامة” ومحاولة تحسين صورة المملكة المتضررة تاريخيا بدعم التطرف و قمع الحريات والتضييق على النساء ومؤخرا بالحرب في اليمن وحصار قطر. كما أن الخطوة مرتبطة بحسابات ولي العهد محمد بن سلمان الذي يجهز نفسه لخلافة قريبة لوالده الملك سلمان، الذي سيتنحى عن العرش طواعية.
وفي هذا السياق تتساءل مضاوي الرشيد في مقال لها في موقع “ميدل ايست آي” حول رفع حظر قيادة المرأة للسيارة في السعودية: “المهم هو لماذا الآن؟”، وتجيب: ” فبعد شهر من تواجده في بؤرة الأخبار السيئة والدعاية الشائنة، بات الملك سلمان وابنه محمد في حاجة ملحة جداً إلى تحسين صورتيهما”.
وتضيف: “يذكر في هذا الصدد أن المملكة هددت بقطع علاقاتها الدبلوماسية وروابطها التجارية بالدول الأعضاء في مجلس حقوق الإنسان التابع للأمم المتحدة رداً على اقتراح تقدم به أعضاء في المجلس بإرسال بعثة تقصي أممية إلى اليمن حيث ترتكب جرائم حرب بسبب الغارات الجوية التي تنفذها هناك المملكة العربية السعودية”
وتمضى في مقالها: “وقد جرى منذ التاسع من سبتمبر، ايلول الحالي اعتقال ما يزيد عن ثلاثين ناشطاً وعالماً دينياً ورجل أعمال في السعودية. وهذا الأسبوع سلط تقرير صادر عن منظمة “هيومان رايتس واتش” الضوء على التمييز الممنهج الذي يمارس ضد الأقليات الدينية وعلى نشر خطاب الكراهية وإصدار الفتاوى ضدهم”.
كما تشير إلى التأثيرات الاقتصادية و الاجتماعية و دور و”حسابات” محمد بن سلمان، وتكتب : “على المستوى المحلي، مازالت الفردوس النيوليبرالية منتظرة، وذلك بعد التراجع عن انكماش دولة الرعاية وإلغاء قرار رفع الدعم الحكومي عن السلع، نظراً لأن محمد بن سلمان لا يريد أن يرتبط اسمه بإجراءات التقشف التي أعلن عنها في عام 2016 بينما يجهز نفسه ليصبح ملكاً.وبحلول شهر يوليو / تموز 2017، تراجع تماماً عن خططه السابقة في مجال التقشف الاقتصادي، وذلك بعد أن انتقده السعوديون عبر مواقع التواصل الاجتماعي لإجباره إياهم على شد الأحزمة على بطونهم بينما يستمتع هو بيخته الجديد الذي يقال إنه دفع فيه ما لا يقل عن 500 مليون دولار”.

After a month of bad publicity, the king and his son need to boost their image so they used the time-tested, go-to strategy of authoritarian regimes: co-opt women

Even if Salman’s kingdom stumbled in its regional foreign policies and domestic political reform, it delivered a coup when the king issued a royal decree on Tuesday revoking the ban on women driving. 
He ordered the establishment of a high level committee to study the practicalities with a view to implement the edict in 2018. The new Saudi ambassador to the US, Khalid bin Salman, announced that women do not need the permission of their male guardian to obtain driving licences. 
We must not forget the courage of women across Saudi Arabia, especially those activists who had paid a high price for daring to drive, followed by humiliation and detention
Immediately Latifa al-Shalaan, an appointed member of the Shura Council, announced on Saudi-owned television Al-Arabiya that this is an historic victory for women. Social media was flooded by congratulations and applause. Women activists sent Mohammed bin Salman declarations of love on Twitter. 
The real question is whether this is a short-lived empty PR stunt or the beginning of fundamental reform in the kingdom. We will only know the answer to this question when we hear about the reforms that will come on the back of this.
As to who should take credit for this, we must not forget the courage of women across Saudi Arabia, especially those activists who had paid a high price for daring to drive, followed by humiliation and detention.
Saudi women have been campaigning for the right to drive since the early 1990s, with several women ending up in prison. The last casualties were more recent. Invigorated by the Arab uprisings in 2011, among many other women, Manal al-Sharif, an Aramco employee at the time and an activist, dared to drive in Eastern Saudi Arabia with Wajiha al-Howeider, a veteran feminist, who recorded the incident for circulation on social media.
Sharif was detained for nine days in a prison infested with cockroaches. After her release, she left the country to start a new life in Australia.
In 2014, Lujain al-Huthloul tried to cross the Saudi-UAE border in her car, but was arrestedwith her friend Maysa al-Amoudi who rushed to be with her on the border. Both were detained for more than two months.

So the other critical question is why now. After a month of being at the centre of really bad news and publicity, King Salman and his son badly need to boost their image.
A proposal to send independent UN investigators to Yemen where war crimes may have been committed as a result of Saudi air strikes prompted the kingdom to threaten to sever diplomatic and trade ties with country members of the UN Human Right Council.

Since 9 September, more than 30 activists, religious scholars and professionals in Saudi have been detained and, just this week, a Human Rights Watch report highlighted the institutional discrimination against religious minorities and the propagation of hate speech and fatwas against them.
Domestically, the neoliberal paradise has yet to happen. The shrinking of the welfare state and cuts on subsidies were revoked as Mohammed bin Salman does not want to be associated with the austerity measures announced in 2016 while he is preparing to become king.
By June 2017, he had reversed his previous economic austerity plans after Saudis criticised him on social media for forcing them to tighten their belts while he enjoys his new yacht reportedly worth more than $500m.

So why would an absolute monarchy with virtually no freedom of speech, independent civil society, political parties, elected national assembly, representative government or licensed feminist movement suddenly promote women and even allow them to drive in the last country on the planet where such a thing been banned?
Why would the king become the great feminist champion of women’s empowerment?

Why regimes need women

Here we really need to go beyond the famous One Thousand and One Nights in which Caliph Haroun al-Rashid attentively listens to Shahrezade’s tales. Oppressive regimes like the Saudi one often need the soft gloves of women for four reasons.
Saudi women have been promoted in the kingdom since King Abdullah’s time as a counter current to those who have historically challenged the regime, for example, the Islamists
First, by championing women's causes, authoritarian regimes break the solidarities of the population and set it on an eternal gender war, thus diverting struggles for political and civil rights for both men and women. In Saudi Arabia, women were tolerated if they asked only for women’s rights. So women were only allowed to speak on behalf of women and no woman was allowed to dream a national dream. This keeps women in their own place and prevents them from joining men in demanding political rights for all.
Second, Saudi women have been promoted in the kingdom since King Abdullah’s time as a counter current to those who have historically challenged the regime, for example, the Islamists. To defeat the Islamists, authoritarian regimes in the Arab world courted women, implying that the latter were against their emancipation. This became important when women joined Islamist movements and saw in them an opportunity for emancipation. With propaganda, dictators presented themselves as the champions of women while portraying Islamists as enemies of women.

Third, an authoritarian regime like the Saudi one could not ignore the wave of Saudi womens' activism that has astonished the world since 2011. From university students staging demonstrations against the administration and women driving in the streets of Riyadh and Jeddah to women's campaigns to be included as candidates and voters in municipal elections, and demonstrations against the detention of male relatives, the regime had no option but to ride it out. Co-opting women’s struggle became urgent to stifle the general struggle of Saudis against their marginalisation.
And finally there was appeasing the international community and dispersing that ugly image of Saudi Arabia as a hot bed of radicals and gender inequality. With Ivanka and Melania Trump parading their latest fashion and high heels in Riyadh, the regime has to show its most important patron, the US, how transformed it is now.
He needed to show that Saudi Arabia is now on a steady path towards consumer feminism, in which women’s rights are reduced to carrying the latest fashion gadget because we are all worth it
Muhammad bin Salman follows the media hype of Trump and wants to demonstrate that he too is surrounded by all those women "who love me". To open the Saudi economy and attract foreign investment, he needed to show that Saudi Arabia is now on a steady path towards consumer feminism, in which women’s rights are reduced to carrying the latest fashion gadget because we are all worth it.
Saudi Arabia has a long way to go before women and men acquire important denied political and civil rights. Salman can now demonstrate his willingness to reform the kingdom by freeing prisoners of conscience and guaranteeing freedom of speech and assembly before we even begin to talk about an elected government and national representative council.

تقوم مؤسسات غربية وأميركية بانتقاد ممارسات نظام عربي في الدوس على حقوق الإنسان في بلده. فماذا يفعل؟ بدلا من تحسين أدائه والتخفيف عن مواطنيه، يقوم بتقديم تنازلات في قضية فلسطين لينال الاستحسان في البيت الأبيض والكونغرس، فهذا بالنسبة له أسهل الوسائل ل"تحسين صورته"، وبذلك يمارس الظلم ضد شعبين بدلا من شعب واحد.


قضية فلسطين صنعتها الصهيونية، لكنها ِأيضا من ضحايا الاستبداد، وذلك من نواح عدة، هذه فقط إحداها.

It's football Sunday, and I have a pit in my stomach, and a sickening sense of deja vu. Who knows what the day will bring?
I do know the source of my disquiet. It is the stench of bigotry as a demagogue stirs the potent cauldron of racial division. I want to say, this is so unnecessary. We have so many other things we should be worrying about. But of course now this is real, and it must be called out. This is an age when no one can be neutral. To remain silent in the face of race-baiting is to be complicit. And I have seen the cost of complicity. It is ugly.
On Friday night, and then in a chain of tweets (what else) President Trump targeted African American athletes for provocation and ridicule. He has called into question their Americanness, as he called into question the Americanness of his predecessor President Obama. Perhaps what is saddest about this moral cowardice is that Mr. Trump may derive some political gain from these attacks amongst his supporters, but he fails in the test of leadership. Big time. For a President to be doing this - pouring gasoline on the embers of racial resentment - is really unspeakable. Instead of trying to reduce the potentially explosive emotions about race, he is trying to exacerbate them for his own gain.
I have seen this game plan before. My mind is transported across the decades. I hear the adjective "uppity", and much worse. I see the mouths of authority curl with disdain and mutter "what do you think you're doin', boy?" - the last word spit out in disgust.
I feel time click into rewind, to when African Americans weren't thought of as being "smart" enough to play quarterback, to when there was a "gentlemen's agreement" amongst college basketball coaches to the total number of African American players on the court. Backwards still to all-white teams, and all-white leagues. I remember Jackie Robinson, and a time before someone of his skin color dared to think he could earn a living as an athlete in the United States.
I know this history. And so does Donald Trump. He understands how salient the trope of the "angry black man" is. It was said of Dr. Martin Luther King, Jr. and other now-revered leaders of the civil rights struggle. It is so ingrained in our history that it can become resonant even in those who say they aren't bigoted. So Mr. Trump plucks at it. He knows that he can use the American flag as a symbol of division and not unity. So he sows that thought.
I grant that there are many who are offended by players taking a knee during the National Anthem. That is their right, as it is the right of those who protest to have their speech protected. This is how we discuss our differences peacefully in a democracy. But calling out these players as S.O.B.s (but using the actual profane words) who should be fired, that's a pointed attack on our Constitutional rights. And it is summoning the dark shadows of centuries of racial stereotyping. Let's just say I have seen plenty of white S.O.B.s in sports who have been given awards rather than pink slips.
President Trump is not trying to win over the majority of the American people. He wants to animate his base and bask in its approval. Will his supporters in Congress continue to stand by in tell-tale silence? Will his donors, including some of the owners of professional sports teams?
We are not a nation of majority bigots. The strident ranks of the intolerant can be overwhelmed by enough people agreeing that this is not who we are, or who we want to be. Mr. Trump's cheers can be drowned out by a chorus of justice.
And one final thought, we have seen these distractions before. As Mr. Trump dominates the news cycle over race, as he issues bellicose threats to North Korea, one wonders what bombshells may be brewing in the Russia investigation, which seems to be gaining speed and scope.
